Raipur: In a landmark move aimed at making Chhattisgarh more investor-friendly, the State Cabinet on Wednesday approved the draft of the Chhattisgarh Ease of Doing Business (Exemption and Facilitation) Bill, 2026. The government said the proposed legislation will simplify the process of setting up industries and businesses while reducing unnecessary regulatory hurdles.
The decision was taken during the Cabinet meeting chaired by Chief Minister Vishnu Deo Sai. According to the government, Chhattisgarh is set to become the first state in the country to introduce such a comprehensive Ease of Doing Business law.
Digital, Transparent and Time-Bound System
The proposed legislation aims to create a business ecosystem that is digital, transparent and time-bound. It is expected to reduce delays in approvals, improve governance and encourage both domestic and private investment in the state.
Officials said the law has been drafted after studying similar reforms implemented in leading industrial states across the country.
Key Business Reforms
The Bill introduces several major reforms to simplify regulatory compliance. These include:
- Deemed Permission: Applications will be treated as approved if authorities fail to decide within the prescribed timeline.
- Self-Certification: Businesses will be allowed to certify compliance with various regulations without repeated government intervention.
- Third-Party Verification: Independent agencies can verify compliance, reducing procedural delays.
- Risk-Based Inspection: Inspections will be conducted only in cases where there is a genuine risk, instead of routine inspections.
- Removal of Duplicate Licensing: Multiple approvals for the same activity will be eliminated, reducing paperwork and compliance costs.
Investment and Employment Expected to Rise
The state government believes the proposed reforms will improve investor confidence, attract fresh industrial investment and create a more competitive business environment. Officials said the law will also generate new employment opportunities by encouraging faster industrial expansion.
By simplifying regulatory procedures and reducing compliance burdens, the government expects Chhattisgarh to emerge as a preferred destination for new investments.

With the approval of the draft Bill, the government has taken a significant step towards administrative reforms and economic growth. The legislation will now move through the legislative process before being implemented.
